Pamela Mullins, Covington, Ky., (1953- ): Ms. Mullins began her career in the early 1980s, when she, among others, demanded that the Covington Board of Education adopt Dr. Martin Luther King Jr.'s birthday as a holiday. Served for seven years on the Covington Board of Education. In 1997, she became the first black woman elected to the Covington City Commission. She introduced the ordinance that created the Covington Human Rights Commission.
